My understanding is that it helps transform a person into a celestial of sorts by decreasing their worldliness and mortality so that they can more successfully become immortals. ‘降’ has two meanings: ‘reduce/descend/lower’ etc. Or ‘surrender/subdue’ etc. My take is that it’s the first meaning. To reduce. ‘尘’ can mean ‘dust’ or shortened from ‘凡尘’ which refers to the mortal world. You get the general idea. If I think of a better translation I’ll change it.

2Absolutely no idea why, but they censored this part and I just filled it in with my guess. The original was: 前两****听母后。。。 etc. Based on the context and the words given, it only made sense to fill it in with either ‘天’ or ‘日’ which means ‘days’, or some measurement of time.
