After voting for the three main agendas in cooperation with the Council, Napoleon declared the meeting closed. ‘The wheel begins to roll. The reform of France starts now.’

The three most urgent issues were put on the stand, but there were many other abscesses growing on the body of France. What was the point of pouring out economic revival policies? It would be useless unless there was a massive eradication of the corruption that prevailed throughout society.
